The driver's side rear parking light will not turn on?

I have a 2013 Ford Police Interceptor Sedan. A Ford Taurus but the police interceptor version. I replaced the single bulb on the non-working side, this single bulb works as your brake light, turn signal, and running light. The brake light and turn signal work fine it's a 3157 dual filament bulb but I cannot figure out why the parking/running light will not turn on. I've checked the fuses to the best of my ability with the Ford owner's manual. Can you please provide any diagrams or what to do to try and fix this? Don't have the $200.00 for Ford to diagnose it. Thank you!

You can see in my short video the running lamp bulb on the driver's side is off. But on the passenger side it's on. My brake light, turn signal, and hazard lights still work. I have tried 3157 different dual filament bulbs. A week ago, the running light on the driver's side would work 50% of the time. Now it doesn't work at all. I've checked the fuses, I've checked for loose connections, corrosion on the contact points. I'm stuck and not sure what to do next.

Hello, and thanks for the video. Let's start by checking the fuses on the BCM which controls the lights, #13, 14 and 15, also # 23, 24 and fuse 9. Here is a guide to help and I have included the taillight wiring diagram in the images below. Also, the BCM fuse panel location to help you with the test.

I've already checked the BCM fuse panel, also checked the fuses under the hood since I have the 2013 Ford Police Interceptor Sedan 3.5L FWD Flex Fuel. My side marker light works in the left tail lamp. Could I tap power from there to run my running lights?

That might work, it's worth a try because it sounds like the BCM is bad anyway, but did you check the connection between the light and the BCM you may just have a bad light socket. See if you have power in the wire to the socket.
