1995 Dodge Van hard start in cold weather only

when I get into the van and turn the key the van won't start. Leaving the key on, I have to wait for the relay to start clicking. When the clicking is done the check engine light with come on and the van will start. I changed the relay out today and still have the same problem. Help

check relays and its connectors
suspect ignition switch
