2004 Dodge Stratus 4 cyl Front Wheel Drive Automatic

The ac only works on the highest setting how can I tell if its a fuse or the blower motor itself

It is neither it's the blower motor resistor. Located just to the left of blower motor in the air plenum.

It is the blower motor resistor, it is located under the glove compartment, on the evaporator housing with two screws and two wire plug. You need to unscrew the two screws and disconnect the wire plug. The blower motor resistor is like a spring coil, if it is still good, your low, med, med high, and high should all work, but if it is bad then only the high should work, sounds like yours is bad, you need to take it out, or have a a/c tech or mechanic remove it and then purchase a new one and install it. Its really not hard to do.
