1996 Dodge Stratus Heater fan

My heater fan only works on the highest setting. Can you tell me why? And what can I do to fix it?

Most common cause for this is a faulty blower motor resistor. Replacement of the resistor is required. First test your blower motor relay, if it tests good then suspect faulty resistor.
