rear seat belts

i have a 1998 dodge ram extended cab pickup with 114000 miles and a small child that needs a booster seat. i cannot get the rear belts behind the driver and passenger seats to lock or grab no matter what i have tried. is this normal for this vehicle? need to move child to booster as infant seat is no longer of use with the lab belt. thanks

i have kids too
my wife ran to this problem few times
and it was allways food juice or some or thing .
WD 40 may solve your problem
