Rear seat belts

I have a 1998 dodge ram extended cab pickup with 114000 miles and a small child that needs a booster seat. I cannot get the rear belts behind the driver and passenger seats to lock or grab no matter what I have tried. Is this normal for this vehicle? Need to move child to booster as infant seat is no longer of use with the lab belt. Thanks
