First, I made a mistake. It is a Plymouth Voyager but the Dodge Caravan is the same.
I see there are many people with this same problem so here is the answer.
Chrysler put a solid state relay just off the wiring harness near the radiator. Take a 10mm wrench and remove the air intake ductware. Look where the wiring harness turns to go across the radiator. You will see a flat solid state relay with a connector like a connector for a TPS switch.
I was told this is a common problem. It is an easy problem to fix if you know where the relay is.
