radio got loud and full of static and the headlights went out?

Hi,, I own a 2002 Dodge Ram Conversion van, 1500. My wife was stopped at a red light and all of a sudden the wipers turned on, the radio got loud and full of static and the headlights went out. I checked and both headlights were burned out, the wiper fuse was blown. When I replace the wiper fuse and you start the van, the wipers stay on and can't be shut off. I have not replaced the headlamps for fear of them just blowing again. The voltmeter shows just over 14 volts and the van runs fine. I was told it was possibly a power surge due to a bad regulator.
Any ideas?

Have the alternator and the regulator tested. Sounds like a power surge to me also here is a guide so you can test them for yourself. When the engine is idling high about 2k RPM the voltage should not be over 14.5 volts
