1991 Dodge Ram failed emissions

I recently failed emissons the reading was NOx ppm too high. The tester suggested that i have my EGR cleaned and or replaced, however my repair shop said my cataliyc converter was bad and my muffler was loose. With a little reading i found that both issues could have cause my vehicle to fail emissions, but who's right?

First need to manually engage the EGR valve with the engine idling, if it doesnt stumble real hard and almost stall the passages need to be cleaned, if it does it may be the cat.They both will affect Nox, but if the EGR isnt working properly, a cat wont be enough to fix it
