Timing is adjusted by turning the distributor until timing is met. It requires a timing light which is used to identify where / when the number one cylender is firing. This is done by shining the light toward the harmonic balancer which has a mark on that is adjusted to a scale mounted to the timing chain cover. The scale identifys degrees of advance or retard. Every time the #1 fires, the timing light wil flash and then you turn the distributor until the desired degrees are met with the harmonic balancer.
THis sounds harder that it is, but it's hard to explain.
