neon radiator fan

I have a 1998 dodge neon 2.0 4cyl sohc, 65,000 miles. My problem is that the radiator fan won't run and overheats unless AC is turned on. With AC on temp. is fine and fan runs. I have replaced temp.control sensor and thermostat without success. It has been suggested that the relay switch may be bad, but i am hesitant to pay out
$ 100 just to test it out. I would welcome any help if anyone has remedied a similiar problem.

U dont need to pay $100 to test it out, Just get a piece of speaker wire or 14 gauge wire, Its called and used as a jumper wire, Run the wire from youre cars battery, Directly youre rad's fan, Now if it kicks on, Youre fan relay switch needs to be replaced. If the fan doesnt kick on, Then youre fan is no good, Which u just said youre fan kicks on, So fan relay is no good.
