I have a 2002 dodge neon with 90,000 miles I recently purchased and when I start it it idles pretty rough until I give it some gas also the gas milage has been consistantly getting worse and worse. I've had a few people tell me this could be caused by the timing belt. I am wondering if it is this or something else?

A rough idle can come from a source of many things. Find out if there are any codes in the computer for starters.

he is right, could come from many things, check your codes the best you can, but the self diagnostic codes can be tricky, you could have one sensor bad causeing another sensor to read bad, one thing free you try is the EGR valve, take it off, and clean it with carb cleaner, it should be located on the right backside on the the head, it may or may not help, but its free to try so it cant hurt

Get the codes read first, or you may end up clouding up the real problem.
