yesterday I was driving in the hwy and I hard scowz and the the engine shot down, when I stoped I found all the engine coolent floud under the car

Unfortunately hard to diagnose without more info but ill take a shot at it. One question I have is has the timing belt ever been changed? If not you might have broken the timing belt which in turn smacks the open valves on the pistons causing severe damage to the head of the engine. The fluid is possibly the damage caused by the valves hitting the pistons could have cracked the head. An easy way to check is look at the timing cover there will be a small push in plug that you can remove at the top front of the cover. Use a flashlight and look at the gear in the cover and have someone turn the engine over and see if that gear is turning. If not then the timing belt has broken and you have suffered major engine damage. Neons have a no tolerance engine and when this happens you can kiss the engine goodbye.
