1998 Dodge Neon Interference Timing Belt

Ok, so my 1998 Dodge Neon apparently lost its timing belt which its the 2.0L DOHC which runs the water pump run interfence timing belt. Let me explain what was happening prior to this.

on December 22nd my girlfriend and I were on our way to finish up some last mintue christmas shopping and she noticed a small rattle, told her that it was probably something small we'd get it checked out after christmas. On Christmas Eve we realized we forgot a few things, so we went out and the small rattle turned into well a big rattle. We got home just fine but I had to go back to the store to pick up her christmas gifts along with a few others for her son. I pulled through an intersection and sounded like something was dragging on the ground. So with haste I made it back home, happened to look under to see if anything was dragging and it was spitting out Anti-Freeze, only way I knew it was that the snow on the ground was turning green. So we let the car sit and on Christmas Morning I ran out to Seven Eleven to grab coffee for me and my girlfriend and I pulled into the parking lot and put my glove under the car and it was leaking Oil, well my opinion was oil due to it being black. From there the car wouldnt start. One of my buddies is going to school to be a mechanic and told me that the 98 Neon has a safty feature that wouldnt allow the engine to start if something was wrong not to damage the pistons or the headers.

My question is, since the timing belt is water pump run interfering, if the water pump went is it possible that the timing belt went too, or vice versa.

From my experience with Neons they do not have a feature to keep from starting to save the head in case of a timing belt failure. I also have a 98 Neon that I got from a friend that broke his timing belt. In that case the pistons came up and bent the valves. It is possible for just the water pump to go out which could explain the coolant pouring out. Also if you saw oil check where it leaked down from because it could have leaked oil and coolant from a head gasket.
You can check you oil dipstick to see if there is coolant in the oil and also check your radiator to see if there is oil in the coolant. If there is oil in coolant or coolant in oil it is a good possiblity of a blown head gasket.
Let me know what you find once you check the oil and coolant.
