1998 Dodge Neon Gas smell/low mileage/hesitant starting

Hello and thanks for your advice!

My neon emits a strong gas odor when I am driving. It comes form the exterior, and it comes from the air vents. The car also has trouble starting. When I turn the key, it takes a few seconds before it turns over. Last, I recently noticed that the gas gauge fluctuates slightly from when I am idle to when I am driving - and it seems to burn more gas then it once had. Otherwise, driving has been normal. Please help!

I recently had the oil changed and noticed that they overfilled it. (A half inch over the MAX on the dipstick) Could this be a result of that?

Sounds like a fuel leak somewhere in the engine compartment. Need to track it down for safety. Overfilling oil doesn't cause it, but in general oil shouldn't be overfilled. If it's too much too high, oil in the crankcase gets whipped up by the spinning crankshaft. If the oil thus has too much air in it, it won't lubricate as well. Half an inch on the dipstick may not be enough to matter, but you might have them level it just to be safe.
