96 interpid rear selt belt stuck

Have a 96 ES 3.5L, and the rear selt belt will not retract, can't figure out how to even get to it. Do I need to replace or can I repair? And how do I get to the bugger?

You must replace it if it stops retracting, they make them tamper proof for safety reasons. If the part is obsolete, try Ebay or a wrecking yard of a used one. Here is how in the images below.
