1999 Dodge Intrepid Wont run

I replaced the battery. Started the engine, all ok. I put back on the tire and the air cleaner. Tried to start the engine. No luck, how ever the lights on the panel were flickering and the was a beeping noise coming from the fuse panel area under the hood. The car won't start and when I step on the brake, the lights on the panel go off. I have no headlights, the wipers don't work. Help, its a brand new battery, shouldn't something work.

Are you sure you have a good ground? Also, by accident did you cross the pos and neg terminals?

Got the car started the next day after hooking up the charger to the brand new battery. The lights flicker on the dash board and head lights. Drove it to the mechanic hoping he can trace the problems.
