1998 Dodge Intrepid poor mileage and raw fuel smell

I smell raw fuel in and around the car. The mileage has decreased and it's getting hard to start when cold. The engine runs rough for a few seconds and then runs ok. I have changed the plugs and pcv valve. The engine has 75000 miles on it.

Check for the source of the leak
as it is very dangerous to be driving with a raw smell of gas
check under the car and in under the hood
where do you have the smell strong
if you are leaking fuel that should explains why the mileage went down
find and fix the leak
