1997 Dodge Intrepid Strang electrical issue

When it is cold or wet, my car has several issues. The blower fan on the heat/ac doesn't work, windows wont roll down, and the air bag and ABS lights remain on. As the temp. Rises and dries out all start working. Tried checking fuses but all are fine and all the above operate off different fuses. Any ideas?

I know this sounds wierd, but the same thing has been happening with my car. So I took it to the garage and it ended up being something wrond with the oil pump and radiator. Had a new radiator put in, and a new oil pump installed and it fixed it. It will run $300-$400 though.
