1998 Dodge Durango cold draft

In cold weather when the heater is on, and working great there is a cold draft on the passenger side floor around your feet. I have checked the weather stripping on the door and it is O.K. it seems to bee a cold fresh air vent is this right, and if so what can be done about it??

I have the exact problem with my '98 Durango. My wife complains that her feet are always freezing when she is sitting in the passenger seat.
