The 70,000 mile warranty used to be for the drivetrain mechanical stuff, (engine and transmission). All cars had a federally mandated 5 year / 50,000 mile emissions system warranty. As far as I know, that hasn't changed. EGR (exhaust gas recirculation) valves would fall under that warranty.
Usually the valve itself doesn't fail. Moisture gets into the amplifier on top of the valve and damages the electronics inside. The amplifier is not available separately. It comes with the new valve but can be easily installed by just unplugging the vacuum hoses. Replacing just the amplifier this way takes about a minute.
