2001 Dodge Dakota What is this?

When poking around my truck I saw this.....thing. What is it?! It looks like some kind of cushin or bumper in case of a big bump or somerthing. It is cracked,corroded, very soft and looks like it couldnt cushin a falling pen. In the picture is a view on the passenger side front tire. The greyish stripe on the right side of the picture is actually a rear view of the tire itself. Should I be worried?

Is it facing down toward the frame? If so, it is a bumper that is designed to cushion against the frame if it bottoms out. Let me know. From the picture, I can't tell the angle that I am looking from top, side.

Yes I took the pic horizontally from the rear of the wheel. So that bumper is pointing directly down toward the frame. So if it is a bumper, should I be worried that a rip goes half way around it, it's corroded inside and very soft?

Honestly, if you don't drive in extreme conditions, I wouldn't be too worried.
