2000 Dodge Dakota speeds up at idle or while on the road

While driving in the rain pulling a trailer I noticed my enjine would rev up. I thought maybe it was hydroplaneing a little and the enjine was compensating. But when at idle it would rev up a 1000 rpm or so by its self.
