1996 Dodge Dakota intermittent high idle

Sometimes have a high idle (approx. 1600 rpm or higher) when I come to a stop. Sometimes it will return to correct idle if I tap the gas pedal a couple of times. I only have this problem when the A/C or defrost is turned on. If they are not turned on, I don't have a problem. The ecm is not showing any fault codes. I have checked for vacuum leaks, cleaned the throttle body and replaced the idle control motor.

if cable operated throttle check for binding, also clean throttle plate on both sides with choke cleaner then check all grommets for air leaks including duct work. check for vacuum lines broken/cracked etc. even though you said you did it. also check fuel pressure with a gauge auto parts rent it.
