Because of federal emission laws every scan tool must be able to access all american and all any car or trucks OBD connector to access any emissions related trouble code. However Each manufacturer has the right to have some problems that are not considered emission related bad enough to be read by there particular scanner. I am sorry to say that only a DRBIII can properly tell any technician why the lamp is lit, what caused it, and how to repair and replace it. Also the Chrysler scan tool called a DRBIII will reset the lamp and tell you if the PCM is what is at fault. If it runs ok, and the problem code is not set anymore the lamp should reset itself after a certain amount of ok engine starts and run sequences. Sometimes it's a dealer only repair. It had to do with the warranty, and the law in 1999. Ok Thanks.
