Caravan cooling fan

I had the radiator replaced on my 1998 dodge grand caravan with 3.3 liter V-6 with 113,000 miles on it. The technician replaced the radiator and refilled it, when he was giving the final check-out he noticed that the fan never came on. He thought maybe a bubble of air was in the cooling system he used a special funnel and monitored the tempature with a diagonistic plug, and it read up to 217 degrees and the fan never came on. However when you turn on the A/C both fans run fine. What controls the fan when only engine tempature is envolved? Is there a fuse or relay to look for? I thought about just mounting a tempature switch on the radiator hose and tieing into the fan relay. What do you think?

According to my software the cooling fan should turn on somewhere around 220 degrees, that isn't as hot as you might think for these newer cars. DO NOT splice in an aftermarket relay or sensor for the fan, it is controlled by the PCM and should be fixed to operate as designed. There is a fan controller near the bottom of the radiator that goes out which is a common problem.
