1999 Dodge Caravan transmission job complication

I just sent my car in to get the transmission rebuilt. When a friend went to pick up the car, she said she couldn't move the steering wheel and couldn't drive it. The mechanic (who onluy does transmissions_) told me that there seems to be a problem with tyhe power steering, he noticed it on the test drive, but the car is safe to drive (although difficult if you're not used to it.) The power steering was FINE when I sent it in. The mechanic here stands to gain nothing--I've paid him for the transmission, and he does not do any other types of repairs.
Question: is it possible to mess up the power steering when you fix a transmission?

When he removed the trans, did he pull the engine too? Also, is the PS fluid full?

The PS fluid was full-the transmission guy checked that.
I have no idea if he pulled the engine--do they usually do that on these caravans?

Some find it easier to pull the unit as a whole. The reasion I asked is because the pump would have possibly been laid on its side causing the fluid to leak and they may have started it that way. As far as the PS, it the pump is full, the belt is good, and the hoses are attached, it should work unless the pump is bad, and I can't think of anything they could have done other than run it dry.
