1999 Dodge Caravan it wont start with a key

ok I turn the key and everything comes on but it dont start or do anything I have checked all of the relay switchs and there all good if I hot wire it it will start right up and run good but it just wont start with the key

Did you do your testing at the starter relay in the power distribution center? The info I looked at was for a 3.3L engine.

With the relay unplugged, two of the terminals should be hot, with the key in the crank position. The voltage for the coil side of the relay goes hot with the key in the crank position. The voltage for the switch side of the relay is hot all the time. The pcm grounds the coil side of the relay. I don't know if you have a theft system?
