My windshield wipers get stuck when I turn them on and then I hear this humming sound

Hello

It sounds like your wiper motor is shot. Disconnect the connector and see if you have 12v at the plug with the switch on. If you do the motor is shot.

You could also disconnect the plug and go right from the battery to the wiper motor and see if it moves.
