1998 Dodge Caravan Self Treading Bolts

There are four bolts that holds the bumper to the frame of the van. To my understanding these are self treading bolts. I tried to pull these bolts to install a trailer hitch receiver and broke one of the bolts. the head of the bolt is on the ground, the other half is still in the frame..How do I get it out? Could you help me please

Hi:

You will need to drill a small hole in the center of the broken bolt, and purchase an easyout tool to remove it. However, they don't always work. Is the frame a channel frame or can you get to the back where the threaded part of the bolt is? If you can get to it, just drill out the old bolt, and replace it with a case hardened nut and bolt the same size.
