Hi,
I live in PA. We are allowed to have one monitor not complete and still pass the test. Ask your tech to see if that is the case in NJ. Explain that you have one incomplete monitor which hasn't reset. Ask if it still will pass or if they all need to be complete.
If they all need complete, it is just a matter of you continuing to drive the vehicle and checking it to see when it's done. I have actually had to drive vehicles a total of 200 miles for that monitor. They can be stubborn.
Take a look at what I just found:
A vehicle of model year 1996-2000 is permitted to have two non-continuous monitors not ready and still pass the readiness portion of the OBD test. A vehicle of model year 2001 or newer is only permitted to have one non- continuous monitor not ready. Jan 29, 2020
