Can you downsize from 20 inch staggered rims to 19 inch? If so, how?

You can change them and the vehicle won't know as long as you keep the overall circumference of the tire the same. That means if the wheel size is getting smaller then the tire needs to increase by the same amount so that the circumference stays the same.

This normally is not an option because you don't have the proper tire sizes available to make this change. That leaves the only proper option of going to the dealer or someone who has a scan tool capable of altering the tire size in the body computer so that the vehicle knows the size has changed. The transmission shift points and speedometer operation depend on proper tire sizes so it is important to make sure they are correct.
