Depending on how high the water got, you can have varies degrees of issues/reasons why the engine will not start.
You could have water in the engine or the starter could have water in it or clogged with debris.
Best course of action would be to first do a through inspection of any sign of water under the hood and well under the vehicle.
Check the oil for any water, if it has water in it change the oil.

Check the starter. Make sure it is clean and the connections are not corroded and they are secured.

Open the air filter box and verify that it is clean and dry. If there is water in the intake tubing you will have to clean the mass air flow sensor as well as the throttle body components.

It is important to make sure that the battery did not get wet or got water inside. If so you will have to replace the battery as well.
