Cruise control/windshield wipers lever not working

I just bought my car and the cruise control/wiper lever does nothing. I don't know why but the wipers have been wired to a toggle switch located just below the steering wheel on the left. How do I figure out the reason for this and what can I do to get the cruise control working? Oh, and the toggle switch doesn't allow for wiper fluid disparagement either which is kind of an issue for me too.

It sounds like the someone got creative with the wiring and it needs to be put back to normal. here is a guide and the wiring diagrams with the instructions on how to replace the multi-function switch below:
