I have checked and rechecked fuses and relays. Can you explain open loop and can a scanning tool help?

Open loop in a modern vehicle means the time period when the computer controls for the engine are not using the data from the various sensors to control the fuel mix into the engine, they instead are using default settings that will allow the engine to run but they are not being adjusted the way they are in closed loop operation.

A scan tool could help, depending on what your issue actually is.
