No thermostat? You will damage the engine without that installed. Install it once you finish with the diagnostic.
As far as the milk, it sounds like a head gasket. Forget about the Blue Devil. That will not fix anything. If it worked and that is a big if, it is nothing more than a band aid. There is no sealer that will stop a head gasket leak. The only resolution is to do the job correctly and remove the heads.
To be sure, you need to do a leak down test on each cylinder. That is where you remove he plugs and add shop air into each cylinder one at a time and watch the coolant. If it moves in the radiator, then the gasket has failed.
