Clutch doesn't work it is very low near the ground therefore I can't change gears

Basically for about a month or two my clutch was stiff I always had to force it down hard to change gears especially to gear 1. Yesterday as I pushed the clutch down I heard a noise then after that the clutch was very low and literally impossible to change gears. I am wondering if the whole clutch needs changing or is it a part in the clutch? Any suggestions would help thank you very much.

It's a VW POLO 2001 (6N2) 1.0L

The first thing I would check is the clutch cable itself. See if it is broken. Have a helper move the clutch pedal in the vehicle while you check to see if there is movement at the transmission.
