When starting the car, there is whining noise after car starts?

I think it will be helpful if you can upload a video so we can hear the noise.

From what you are describing it could be due to the starter staying engaged longer than designed and the noise you are hearing is just that.
Does it make a difference with the whining noise if the steering wheel is turned?
Another possibility could be the power steering pump making the noise.
