2000 Chrysler Sebring turn signals going too fast

I need a brake and light inspection certificate. The turn signals in my car are blinking faster then they should, so I cannot get the inspection 'pass' certificate. It is not a lamp issue as this is happening on both sides. The turn signal switch had been replaced when I bought the car (I bought it used) as it wouldn't pass the inspection because the fog lights weren't working at the time. Ever since the signal switch has been replaced it is going really fast. It didn't bother me too much as it had passed the inspection at that time (another state), but now I bring it to another state and its not passing the inspection because of this reason. Am I correct in assuming that it is a faulty switch? The car has passed in every other respect. Could it still be a flasher unit issue? Please throw some light on this! Everyone I take it to has a different take on it!

When using the hazard switch do all signals flash fast this way?

Check signal flasher relay and check all bulbs with a tester, not just visually.

If relay and bulbs are ok then suspect faulty wiring to signal switch or faulty signal switch.

yes all the signal lights are flashing fast this way consistently ever since they replaced the signal switch (about a year ago).
