1973 Chrysler Newport

I have a 1973 Chrysler Newport with a 400 2bbl and trque flite transmission. Originally my starter went was no longer engaging. Since then have replaced the starter, starter relay, and ballast resister. Installed the starter and it was not disengaging. Took starter back and got new one which was tested before I brought back home. That one was installed and same thing was happening. That is when starter relay was replaced. At this time it only clicked when key was turned. Ballast resistre was replaced still same. All connections were tested and cleaned to make sure connections were good. Relay was tested using jumper wires all seemed ok but still not starting. Starter was also jumped and it still only clicked followed by a consistant clicking that seems to come from starter. Previos to all of this plugs distrubtorcap and rotor were all replaced as well as oil change.I recently purchased this car from the second owner it has 117k miles have all original documentation and was a special order 73 Gold Edition and is in relativly good condition was actually purchased for me as a gift. And unfortunatly at this time I am unable to give a donation as I am on a fixed income and pending getting Social Security but as soon as I am able I will. Hi:
Were there shims on the old starter when you removed it? Also, if you have a helper turn the key to the start position while you check the smaller wire on the starter for voltage, do you get 12 volts?
