How can ii find out what degree my car engine balancer supose to be set at. Also how can I find out what rpms my car supose to be set at.

You'll need to find some printed data on either the net or a book. If memory serves me right though, 750 rpm in park and timing of 8 degrees advanced should put you very close to what you need. If you get to much spark knock, then back it off some.
