1999 Chrysler LHS Alernator or Battery

My car won't start. When I turn the ignition the lights go on, radio but it won't turn. It goes rrr- rrr- rrr-rrr. I checked the batter and received a 12.49 reading followed by a 12.53 after I tried to start the car. Is it the alternator? Starter? Or the Battery? (I don't think its the battery). The cables are clean and she has a good connection. (Wires are intact).

Sounds like your battery. Charge battery or try jump starting. Just because you have 12 volts that does not mean it is putting out enough amperage. Get back to us after you try jumping it. Feedback is greatly appreciated

You need to check battery volts while cranking it should hold over 8.5 volts
if not battery no good
cant check alternator with car off
it has to be running with it running volts should be 14.5

the sound you describe (sounds to me)
battery low or check terminals
