The sock in the tank isn't the problem. I know it won't make sense at first, but the pump moves the greatest volume of fuel when you are coasting. It pumps less fuel when accelerating.
If this is a 3.0L engine, check for carbon buildup in the air passage around the throttle blade. You can remove the Idle Speed Motor and look inside the passage.
Fluctuating idle speed can be caused by incorrect readings from the throttle position sensor, MAP sensor, and coolant temperature sensor. Look for low or erratic fuel pressure too.
You could have a small vacuum leak too. After warmup, the engine computer corrects incorrect fuel mixture based on oxygen sensor readings.
