car starts and runs fine with the help of starting fluid. but will not start without it?

I'd use a gage and check fuel pressure. Also, check for applicable mil codes. You may need to check actual voltage available at the pump, ground also. Some of the national brand autostores used to loan out a fuel pressure gage. For the 3.3, fuel pressure 46--50 psi, check it key on engine off.
