You lost your power assist. This could be because your power steering fluid is low/empty, one of your hoses busted, your pump failed or the internal seals of your steering rack have failed.
The most common problem is the pump has quit. But you'll need a proper diagnoses to be sure.
And yes, most mechanics will charge a lot for this job. But shop around first. And don't be afraid to tell a mechanic that someone else is offering to do the job for less. In this economy, any mechanic will fight for your business.
