1999 Chrysler 300 Front end noise

My 300m has recently acquired a noise from the front end. While driving at 25-30mph speeds over slightly bumpy pavement, I hear a deeper rumbling noise from the front end. The noise is not evident at interstate speeds on smooth pavement. The steering is tight with no excessive play. Wondering if this is a possible strut/shock problem, CV problem, or what?

A rumbeling noise is usually a tire. What condition are they in?
