TCM or ABS Module or both?

I have a 1998 Chevy Venture minivan 3.4l 6cyl FWD with 123k miles. The positraction no longer works. I have had two different opinions on what may be wrong. One GM dealer says the Traction Control Module needs to be replaced and will cost about $1300 including labor to fix. Another mechanic who has worked on GM cars says its the ABS module that is bad(controls the traction control) and will cost under $400 to replace. Is either or both correct? Does the 1998 Venture have both kinds of modules?
I don't want to get ripped off, but I would like to have an honest answer from someone knowledgable with this type of vehicle.

Your van has both they are located in front of the gas tank. Should be a silver cover protecting them. Also they connect to each wheel sensor could be a blowed relay, fuse broke or chewed on wire[ puppies love to chew where they curve] do the abs/tcm lights work in the dash? I backed mine up on a set of ramps and found a chewed wire on mine. Just go up under it and look around. If your going to work on get yourself a haynes manual your make and year as it has wiring diagrams in it. Where as chilton not as much wiring diagrams
