This happens when the clutch falls apart or the pilot bearing seizes up and will not allow the input shaft to stop spinning. Here is how to remove the transmission and clutch in the images below. These guides can help as well.

Suggested Repair

Remove the transmission and inspect the clutch and pilot bearing. A clutch that has come apart or a seized pilot bearing can keep the input shaft spinning, so the pedal does nothing and the transmission cannot be shifted while the engine is running. Repair or replace the failed clutch components as indicated.

Conversation Summary

The owner of a 1986 S10 Blazer reported that the clutch pedal does nothing while the engine is running. The vehicle can be started with the clutch depressed and placed in gear, but gears cannot be shifted afterward. The expert explained that this occurs when the clutch falls apart or the pilot bearing seizes and prevents the input shaft from stopping, and directed the owner to transmission and clutch removal guides.
