1999 Chevy Tahoe surging

1999 Chevy Tahoe V8 Four Wheel Drive 177000 miles

my tahoe surges on take off till i get to about 30 mph. if i put the pedal to the floor it wont do it whats wrong?
I can not shift it out of park with it running i have to turn key half way put it in netrual then start it. if i put it back in park i have to shut it off and do it again. what can be wrong?

Hi,First Have the computer Checked for Codes.If No codes,Then check it for vacumn leaks, and also check fuel pressure.As For it not coming out of park,First check that your brake lights are working.if not You may need a brake light switch.
