Headlights

I have a 1999 chevy suburban 1500 LS with the 5.7L 350 engine in it. Im wondering if you can help me figure out why the driver side headlight is brighter than the passenger side one. Ive had the stock halogen bulbs in, then I put a HID kit in, then I had projector headlights in, and now im back with the HID's but all the headlights had the same problem and I still have it. The wires all look fine, the headlights are aligned, and the headlight on one side isnt any dirtier than the other side. I have no problems with any other lights. Any advise will help, thanks

Check at the plug to be sure you are getting full system voltage, then do a ohms test to ground to be sure you have a solid ground

I checked and both the headlights have about 13.10 to 13.25 volts and good ground. Do you think the HID ballast on the less-bright bulb could be bad?

Yes, if you have good voltage going in, then it must be the balast
